The problem with technology is that in most cases, it is pretty inflexible, and is looking for something specific, and if what you need doesn't meet that, it needs manual intervention to find it. In this case, the agent could find what .bomb couldn't - standby on one segment, but not on the other.

On the other hand, seat availability has no effect on your ability to standby - the system can give you a DM card for an overbooked flight. It only has an effect on your ability to actually get a seat on the flight you are standing by for.
