Updated Avianca.com for Ex. Plat. members:

For Executive Platinum members of Avianca Plus program:

http://www.avianca.com/Inicio/Navega...viancaPlus.htm

Before June 30, 2009: Unlimited class promotions in domestic and international routes, subject to seat at the airport.

As of July 1st, 2009: Unlimited class upgrades on domestic and international routes included in zone 1, operated by Avianca-Sam, subject to airport availability. The international routes included in Zone 1 are Lima, Caracas, Valencia (Venezuela), Quito, Guayaquil, Panama, San Jose de Costa Rica, Aruba, Curacao, and Santo Domingo.

Lima is part of Zone 2 for award redemption though.

One would read this and think this is a downgrade in benefits but as discussed in this thread, though the previous benefit states "unlimited class promotions are given on all international routes," this was not the case. Promotions were given for domestic only. So it seems as though this will be an increase in benefits, even though it's written as a decrease.
