You could probably still 'eurocheat' by having an address in the continental EU, but addresses in the USA have the same tier qualification levels as the UK (sadly!)

All to do with incentivising Europeans to transfer through LHR to their ultimate destination rather than flying direct from their home hub. You could argue that BA could offer the same incentive to encourage the Americans to do the same - but they don't.
