I believe s/he was referring to a chargeback for the baggage fees, which is charged separately at the airport, and not part of the cost of the ticket.
Yes, if my luggage arrived a day or more late, I would try to resolve the issue first with the airline but would not hesitate to also take the issue up with my credit card company.
And just about every CC company will side with the carrier and deny your charge-back for baggage fees in that case. You are paying to check the bag; the rest of the rules regarding delivery and liability remain the same.
