I believe s/he was referring to a chargeback for the baggage fees, which is charged separately at the airport, and not part of the cost of the ticket.

Yes, if my luggage arrived a day or more late, I would try to resolve the issue first with the airline but would not hesitate to also take the issue up with my credit card company.
