The simple solution is already in use in foreign countries with high (and unreliable) electricity. Your room card key goes in a slot inside the door to activates electricity to the room. Removing it when you leave turns off everything but the clock...and I agree with an earlier post, get rid of the liquor fridge. Better energy management should avoid these surcharges.
