I have one or two guesses for the surcharge:

1. If they increase the nightly rate, it is subject to a commission payment to the travel agent (unless booked on Hilton's site) thereby reducing the rate

2. Sales tax is charged on the room rate (NYC = 13.25%). The Energy Surcharge may not be subject to the additional sales tax.
