Certainly supposed to be, unfortunately there are still 1 or 2 staff who don't bother (for reasons best known to them ). Did you ask them why?

Very occasionally if a flight is very full the TRM (Turnround Manager) will ask them not to do it and TRM's are senior to the gate team leader.

I can assure you it wasn't me!
