I'm recalling this from memory, but I recall seeing electrical outlets in the lav of both the ETOPS 757 and 767 which were the "shaver"-version, and labelled thus...

My guess the reasoning for the manual is that if you look back 5 or even 10 years, auto-switching power adapters were much less common. Especially with the myriad of devices people can be lugging along, it's better to be safe (aka don't use) then sorry (what's that smell ?)...
