Yes ,the A319 has three rows of first class seating. First row in coach is row 4 (bulkhead). The flights are so short that I don't see any value of first class seating. I was offered an upgrade on my DCA-BOS flight for 50$ during check-in and I declined.

Drinks in coach are for free and in the morning they give you a breakfast snack. Don't know what it is because I flew later.
