The added value is the hotel. You've always been able to book stopovers on Int'l flights by using the multi-city option. The difference from domestic multi-city bookings is that the Int'l bookings don't break down into segment by segment pricing.
Makes sense that it would break up the trip so an extra cert is required, still a pain in the butt. I wonder how well it works with flight pass bookings. I haven't been booked many tickets in the month or two so Iguess I didn't notice this 'feature' - pity I made my last int booking on March 17th (7 days before the cut off for the hotel deal kicking in) and need to book a hotel for the stopover.
