MVCI owners can pay their maintenance fees on-line where they are usually posted one or two weeks before the paper copy arrives.
As a corollary, perhaps the OP inadvertently signed up for on-line payment for the LasVegas week. If an owner has signed up for on-line payment, no hard copy of the bill is sent, just an e-mail that the bill has been posted.
Those maintenance fees come out like clockwork. If four of them arrived in December with a penalty date in mid-January, it would certainly make sense to be pro-active in checking on the whereabouts of the missing one.
One way or another, all of the other owners pay when someone fails to pay his fees in a timely fashion so the system can be fairly harsh for someone who is late with his payment, or simply doesn't pay it.

PS I was just over on TUG, all the fees have been waived and everything is well. It is interesting to note that my response above is typical of most of the TUG responses, i.e., an owner knows when these bills come out (especially if he owns 5 weeks) and he needs to take responsibility for getting the bills paid.
