The REAL answer to your question is no. I read somewhere on the Starwood board that if you were a Gold (?) and you ate at any of their hotel restaurants, even though you were not staying there, you could get Starpoints, in addition to any miles/points you would get from your credit card.

The poster said that he liked a number of the chic restaurants that are in certain of the "W" hotels, Sheratons, etc.

To my knowledge, Hilton does not allow you to do this option.

Perhaps we could suggest it to Mr. Burke?

I do think that Marriott allows you this option at certain of its properties in Hong Kong.
