On some hotel reservations, made on their respective websites, it does state that no smoking is just a request. However on others, including Hilton (if I am not mistaken), it says "confirmed" no smoking, king/double, etc. room, then asks for other requests you might have. It does state that the other request will be honored if possible (like getting on the first floor).
