For a 25-cent bottle of water and a 50-cent package of cookies I wouldn't spend much time worrying about it. That said, I've never had a Hampton front desk refuse water or Milanos if asked. I don't think I'd have the cajones to complain to the DD or hotel manager if I didn't receive them - in fact, it would probably be forgotten almost immediately.
