Is this a change in policy? It used to be he would not get charged for luggage and could have up to 3 bags. Is that still true, or will he now be charged.

Had this happen recently as well... but it was only on the seat selection during purchase. After purchase and going though "manage reservations" I was able to select premium seats. Reported it as a bug.
