Not sure about T3, but they have/had a desk just before immigration counters in the old terminal. In my last 3 trips there last year I never saw that desk staffed.

I did activate my card though at the office in departures in T1 (it took about 5 minutes to process, but waited there for 15 minutes for my turn (only 2 staff)).
