In the absence of other evidence that may bring about reasonable suspicion, the TSO should refer it to CBP, if anyone, and let them make the call as it is their purview, without ever bothering the local LEO.
The fact that the SOP of the TSA demands a LEO intervention for a set amount of cash, goes beyond the scope of their administrative search privilege.
