You paid business class points, so you are entitled to business class seats when they are available. I think with cabin changes they mean when you have all Y seats and decide to upgrade to J which would require you to use extra points.
That certainly sounds logical, though logic rarely dictates policy with FF programs rules. I was pleasantly surprised, as I fully expected to pay the fee. It certainly changes my Aeroplan award strategy to one I use with AA awards: pay the points for business even if the seats aren't available and use expertflyer to get them when they are.
