PC Signature Visa issued by Chase used to have this and may still - 6 months from account opening @ 0% with fee capped (don't recall amount of the cap). The bonus points vary by the offer - sometimes 30K and other times 15K. It's the fee cap you have to look out for - otherwise it's expensive. Sometimes the 0% applies to spending too.
