Paypal said contact seller. Seller ignored contact. Paypal said it could not help. I went to AMEX. AMEX credited my account. Then I got a nice not from Paypal saying that the matter had been resolved in my favor This came after it had refused me. Guess it wasn't worth fighting over $12 since Paypal threw in the towel after all that.

BTW, I was partially at fault and told that to AMEX. I had a subscription set to pay renewals via Paypal. I wrote owner not to renew. It did and Paypal not knowing that I had told owner to cancel, dinged account. It refused to refund money because I did not go onto Paypal and cancel renewal. Still, owner was still using Paypal and it had ways to get owner's attention. I complained within days of the charge.
