Having lived in both I would say definitely Köln over Frankfurt on all aspects including sightseeing, shopping, nightlife, etc. If you however do decide to pick FRA I would recommend a day trip to Mainz or even Wiesbaden. Both can easily be reached by train from Frankfurt.
