If that is such a concern, then the airlines need to put noise-canceling headsets in the "no use below 10,000 feet" category. As it stands right now, every US flag carrier that I have flown on places them in two categories, depending on switch state:
- SWITCH OFF: acceptable for use AT ALL TIMES
- SWITCH ON: only permitted above 10,000 feet
