The time I did a miles upgrade (on the phone via MPO hotline), they book the upgrades for me and take all my information but didn't issue it immediately. They issued the upgrade a few days later (without the need to re-confirming again with me).
On another occasion where the departure date was the next day, they were able to issue the upgrade within the same day.
I decided to use the MPO hotline to do the upgrade because somehow the CX website wanted to charge me some HKD400-500 for taxes. It didn't happen via MPO.
