C. Doubtful. Most airlines allow for the purchase of necessary articles of clothing and toiletries when baggage is mis-routed. Is this annotated on the paperwork you received from the 'lost luggage' office at your arrival airport?

You can send a note to DL. You might get a few thousand SkyMiles for the issues as you stated, but I doubt anything more than that.
