Correct, but if you are Star Alliance Gold you are allowed 1 additional bag, or 2 additional bags as a PPS Club member

Bit confused as to what you mean. If you wish to have the additional bag loaded on the same aircraft JFK-FRA-SIN as you it is excess baggage. Unaccompanied baggage is normally sent on the most convenient aircraft (not necessarily SQ) and may arrive before or after you.

Near as I can figure you will be charged excess baggage on a weight basis, but the tables provided by SQ don’t detail rates from the US.

Google is your friend. Do a search for unaccompanied baggage – there are any number of agencies that will do door to door from New York to your final address in Singapore. Unless you have a desperate need to have the bag travel on the same aircraft as you this will certainly work out cheaper (and it will be cheaper still if you are prepared to wait for the bag to come via sea)
