It's illegal for anyone but the official issuer to make a credit card, period. Doesn't matter what it's for.

Second, good luck convincing the authorities that you're just making cards for your own account. If you go to all the trouble of making a card that the issuer will give you for free if you're entitled to it, they're going to suspect you have some other interest.

And if you're programming a Centurion card with a lowly green card number and stripe, you could also be guilty of fraud if you show it to get any benefit that Centurion cardholders get.
