I would never consider moving someone else's bags as a reasonable practice, even in a full RCC. Anytime I am there, if I have to visit the restroom I always leave my bags and laptop and have never had a problem. But , if I ever came back to find someone moving my stuff I'm sure there would be an argument at hand. Not acceptable behavior at all...
