1. Not sure if it was just a typo, but Mardi Gras 2010 is on Saturday 27th February (more info here). So make sure you don't arrive 3/26! The weather in late Feb / early March can be spectacular. It is not too hot (unless it's an extreme day) and while it can rain and be a bit gloomy, the temperatures should be mild to warm. I went this year and was at the beach 2-3 days. For those that also went this year, the Saturday of Mardi Gras (March 7) was phenomenally beautiful, warm, & sunny. So I would say go ahead and plan, and pack beach gear.

2. It is a HUGE event - over 1 million folks (straight & gay) flock to the city for one big party. Yes, there are long lines. But if it's your first time to Australia and you are arriving on 2/26, I think it's a good plan to attend the parade, go to the after party (if you up for dancing), and then spend 4-5 days post Mardi Gras exploring Sydney, it's beaches, it's great restaurants, etc. You can then journey up to Cairns for some North Queensland tropical sunshine, or the Sunshine Coast in QLD (which is better, imo, unless you really want to see the Great Barrier Reef / go diving / etc). Other people may have other recommendations.

How long are you in Australia? I would skip Melbourne the first time if your time is limited, but if you have heaps of time, definitely plan a visit there too. Great Ocean Rd is recommended.
