Although I think Janet was a poor choice (Sheriff Arpaio would have been it), the real fault lies that shortly after 9/11 with the creation of TSA the feds should have offered to pay the states for the modifications needed for REAL ID.
That would have defeated the main stumbling block.

Feds also didn't go far enough in that they should have standardized all boarding passes.

Even if Janet fails in cancelling it, she can always just keep putting roadblocks in; unless Obama complains.
