The most successful rate of priority tagging working for me has been flying Star Alliance, in particular Air Canada (I last flew them back in 2007). They got priority tagging spot on, with our bags first off both in Canada and at LHR T3. Shame their onboard business class service isn't (or wasn't in 2007) so great
