Actually it is. That's the whole point. Engineers take this possibility into account when designing aircraft.
I am aware of a handful of 767 landings with flap failures and at least two involved blown tires and other damage.
Is it possible to land a big plane without flaps? Obviously? Is it easy? Absolutely not.
I'm actually surprised they were able to land at 167 kph and maintain a safe angle of attack.
