NO!

There are customs/immigration (arrivals facilities) in Terminal 7. The OP is arriving from NRT on UA. The OP will utilize the facilities in Terminal 7 (unless the flight arrives extremely early and the Terminal 7 arrivals facilities are closed).

The only time that UA sends people to TBIT (via shuttle bus) is for arrivals that arrive when the Terminal 7 customs/immigration facilities are closed.

This has been this way for many many years now.
