According to
American's website, food or a book are listed as "additional items" that can be brought on the plane in addition to a carry-on bag and personal item. But it sounds like maybe there was an FAA opinion that essentially anything a passenger brings on board counts as "baggage". Is there a link to that opinion anywhere?
