I have actually witnessed a marked improvement of priority baggage handling (with 53 segments so far this year). My bags almost always come out first at ORD, both on domestic and international flights. The same is true at many smaller stations, which is a noticeable change from the past. ^

Usually about 1/4 of the priority bags come out first, and the rest come out last. They seem to unload them from the plane first, which puts them at the back of the baggage trains, so they get to the belt last.
