Contact your card issuer explain the situation and ask them to issue a chargeback for $380.95. I think you've made the right approach dealing with the hotel directly first but as they're not being too helpful then the card issuer should intervene.
Also, if you've not got your complaint to the hotel down in writing you should do so. Write or fax FAO the manager. Hopefully it'll bypass the useless person on the phone and also means that if you need to chargeback on your credit card they'll know the reason why.
