I would agree with the assertion that US is not generous in terms of its long-haul upgrades, but no other airline that I'm aware of allows a complete free-for-all on systemwide upgrades, regardless of your elite level.

UA = minimum W fare, excludes STLK fares which are sometimes 50% cheaper. That said, I can pretty much get to Europe year-round on a W fare for under $1,000, so it's better than the US policy of $1400 minimum.

I do not fly DL, but periodic reviews of the DL forum indicate that for a fair number of members, DL's international upgrade policy is a non-starter.
