Is it true that VS "never" opens additional reward inventory close to flight date?

I am trying to change a confirmed UC reward seat for 2 pax confirmed at present for 13 May to hopefully 21 May (though any time 20-25 is fine).

Today in speaking with VS to get seat assignments for the return segment, I asked the gentleman to look at VS 19 on 21 May SFO LHR, he said it looks "wide open" so I asked, when will VS analyze the load and possibly release more reward seats?

His reply was that there was zero chance more reward seats would be allocated, that VS alloctates a fixed number and unless someone cxl's, there will be no more seats, VS will let UC fly empty if necessary rather than open up more seats.

He also stated that a cxl'd award booking will in 100% of cases return the seat to reward inventory.

Both these answers are very much contra to how other carriers operate with which I am familiar; are these responses correct with respect to VS?

If so, I guess I'm pretty much out of luck to change, is that probably right?
