If you're changing from CO to non-CO, I suppose that begs the question of whether the partner award inventory is filtered the same way as the CO awards are.
If you're changing from non-CO to CO, I'd think that since CO controls the inventory on the CO flights they can give you a seat if they want to give it to you. That being the case, they should try to set up their systems so that you can get the seat if you're elite (if their intent is for you to be able to have it as an elite but not otherwise).
