I just received a notice from BoA that effective June 1, there will be a 3% "Foreign Transaction Fee" for all purchases made out of the country on my Visa, including those made in dollars.

I have two BoA Visa cards -- one being a regular Platinum and the other a "World Points Platinum Plus". The notification only applied to the first but I would not be surprised to get one for the World Points card in a day or so.

Usually, I use my American credit cards outside of the US only when the debit is in dollars (air tickets, duty free, hotels). The notification said that the 3% will also be charged if the merchant is located outside of the US and the purchase is made on the internet.

Fortunately, my Amex does not charge this 3% so you know where all my foreign dollar purchases will be put.
