Why not look at Hertz (and Budget's) website to determine where there non airport locations are. I would start with downtown. Most car rental agency's have downtown locations. Or you can use google.
IIRC there is Hertz location on Courtland across from the Sheraton. You can take the Marta downtown and pick up the car there.
