No you'd get 30,000 EQM. You really only get double what you'd normally get in EQM but since M gets 50% EQM bonus you effectively get triple (1.5x2 = 3)
I think the promotion is only for EQM -- you earn regular redeemable miles -- in your case 15,000 (M is 50% bonus as of March 1) plus your elite bonus. If you're Gold or Plat (with 100% bonus) then it should work out the same.
