Anyone else read through this document?

Page 19 details an incident on Monday 28th January 2008. A RAAF B737 was granted dispensation to land at SYD at 05.01 to pick up 2 VIP guests to convey them to Indonesia for the Surhato funeral.

I fail to see how this can be construed as a reasonable request when only 2 passengers were involved (plus 12 crew members). The Jetstar incident affected 275 passengers and 9 crew – I suspect that many of those 275 passengers would have spent the night on the airport floor if Jetstar had delayed the flight to 6.00 am the following morning (many airlines cite the difficulty in sourcing hotel rooms in their request for dispensation).

Was a 737 (with 12 crew) required for 2 passengers?

Could this aircraft (or a smaller one) not have landed at Richmond?

The whole process in seeking dispensation seems flawed and open to abuse.
