Flew domestic flight out of YVR in January. They had a table set up just before the entrance to the lines for security. It had clear bags available, some pamphlets with the rules etc on and a garbage can and 'recycle' box with discarded toothpastes etc in it. Maybe just call the airport and see if they are still there?
