I just followed the logical steps of Qantas.com website >Help > Contact Us >
Telephone Sales and Qantas Offices
If you made your flight booking online you can access Manage Your Booking to:
* Change your flight
* Check-in online
* Add special requests
* Check flight status
* Update your contact details
* View, print or e-mail your itinerary
* Add Frequent Flyer number
* Request Frequent Flyer Upgrade
No none of those....
For all other requests use the contact numbers shown.
Select the Country you are calling from.

Americas
London Open hours: 8.30am-6pm Mon to Fri
After hours, calls may be diverted to Australia/New Zealand.

Yes and indeed I was diverted, to an agent in Auckland who told me they had no information on Qantas Club and I need to speak to Melbourne.
Nowhere do they suggest,imply or otherwise that they have indeed closed their regional offices for pretty much anything other than ticket booking.
Im sure Qantas have done their sums and its not worth them staffing a UK centre.
I will try them on the number you have kindly provided.^
