NRT is consistently good. The intra-Asia Trader Vic's dishes are superb (that thai chicken curry--yum!), and the Washoku meal to the U.S. is better than that in the other direction, from LAX and SFO anyway. But I always pre-order the Washoku so I don't know how NRT does with the western menu.
