Nope, it is a Friends and Family Promotion, but some people want everything for nothing, and as you suggested, if it just said Promo, there would be no confusion on the BOGO. Based on your suggestion, and to ensure then that the BOGO would not apply (which I think most people understand as such), add Promo to the offering, or terms that say no other promotion/discount to apply. Of course everyone wants something for nothing. Who doesn't? Once in a while I buy a lottery ticket.
The fact is currently all the companies have their travel budget slashed. Hotels are chasing what's little left in the travel dollars. Hyatt has a similar discount to ICH F&F. I am sure Mariott and Starwood too. At this time it is imperative to retain the loyal customers. This applys to not just hotels but to all businesses.
It is nice if ICH give me a discount to accomodate my shrinking travel budget. But if they require me to give up my RA upgrades, I will gladly spend my travel money on Marriott. My Marriott platinum membership gets me the room upgrade and club access every time I check in.
