I have chatted with few of the lurvley ladies in T5 when waiting for tin cans to arrive etc... and I think I understand this correctly..

At T5, the main departure screens are controlled by Heathrow Airport Centre/BAA and flights are displayed on there, but with no action, such as Boarding/Go to Gate etc next to them. This is then controlled by the gate teams on a computer system that she was showing me. It has all the actions to display next to the departing flight on a drop down menu and they change it from the gate when the senior gate person (Sorry, can not remember which grade) liaises with the TRM/someone else... Not sure how T3 works though...
