Hanging out at the Christopher Street Piers over summer I have on occasion seen planes going over the Lower East Side. Also hanging out in Central Park, I have on a few occasions seen low flying aircraft there (once a USAir A321 was very close to the ground making me wonder if there was a problem but then the a/c just seem to ascend really quickly). In addition to wind, possibly quick changes are needed for arriving a/c due to traffic build up around LGA.
