To that end, I'm not sure that the airlines will exactly be tripping over themselves to serve the market. Sure, they will serve it, much like they do the rest of the Caribbean, but would this really be that important to CO, such that they would make a big deal out of it?
Personally, I would prefer a vacation in Varadero to one of the artificial beach resorts in D.R., because, in addition to the beach, one has the fascinating city of Havana.
A number of international airlines have been serving Havana for decades, and continue to do so, which implies that the business they do justifies it, including, AF, IB, VS, AC, SU, MX.
As mentioned earlier, a number of U.S. carriers have been serving HAV for years with their scheduled "charters" including AA, AE, CO and CoCo.
